Develop a Culturally Specific Model of Mediation and Conflict Resolution in Romania, Phase II. Romanian Mediator's Network

Purpose
This project aimed to increase the number of qualified mediators in Romania by training 16 specialists in mediation.
Activities
The project comprised two modules: a training module and a consultancy module.
The training module consisted of following activities:
- 3 ADR seminars, with participants from NGOs and public administration, organized between November 1997 and May 1998 by CIIAN (link www.ciian.org ) and FDC, in Sinaia and Bucharest.
- A 5 days training in Mediation techniques, held by CIIAN (link www.ciian.org) and FDC specialists
The consultancy module consisted of following activities:
- Consultancy offered to NGOs to include conflict resolution methods into their agenda;
- Consultancy offered to the members of the Network to develop conflict resolution projects within their organizations
The identified fields for mediation work:
- Inter-ethnic relations and respect for minority groups’ rights
- Labour conflicts and conflicts at the work place ( between Government and Labour Unions as well as inside companies)
- Relation between Town Halls/ City Halls and citizens
- Internal conflicts in political parties potentially leading towards fractionalization
- Juridical system (overloaded Courts by civil cases and many of them could be solved through mediation)
Training Results
- The Romanian Mediators’ Network with 20 members
- Projects developed by the participants in the training activities that include conflict resolution approach to the given topic (e.g.: the newly created Romanian Diplomatic Academy included from the very beginning a conflict management module; the Department of Sociology at the Babes-Boliyai University, Cluj – Romania, improved its curricula with a Mediation course, etc.);
- Support and assistance to projects developed by the Network’s members;
- Further training activities locally developed by the Network’s members to other NGOs and public administration
Consultancy Results
- In June 1998, UNICEF and ALCOR organized a seminar on community education where FDC specialists presented introductory notions of mediation and exemplify consensus building process through facilitation of dialogue among parties on community problems;
- On October 26-27th 1998 at the initiative of ANFDUR (National Association of Women with University Diploma from Romania), members of the Romanian Mediators’ Network and the CIIAN experts, Mrs. Flaurie Storie, offered consultancy to identify, prioritise and formulate solutions to the problems that the Women NGOs from Romania confronted with.
