Developing a Culturally Specific Model of Mediation and Conflict Resolution in Romania, Phase II. ROMANIAN MEDIATORS’ NETWORK

Purpose


This project aimed to increase the number of qualified mediators in Romania by training 16 mediation specialists.

Activities


The project comprised two modules: a training module and a consultancy module.

The training module consisted of the following activities:
    • 3 Alternative Dispute Resolution seminars, with representatives of NGOs and public administration institutions, were organized between November 1997 and May 1998 by CIIAN (link www.ciian.org ) and FDC, in Sinaia and Bucharest.
    • A 5-day training session in mediation techniques, held by CIIAN (link www.ciian.org) and FDC specialists
The consultancy module consisted of the following activities:
    • Consultancy offered to NGOs in order to include conflict resolution methods on their agenda;
    • Consultancy offered to the members of the Network in order to develop conflict resolution projects within their organizations;

The fields in which mediation techniques can be applied are:
    • Inter-ethnic relations and respect for minority rights
    • Labour conflicts and conflicts at the workplace (between the Government and Labour Unions, as well as within companies)
    • Relationships between City/Town Halls and the citizens
    • Conflicts within political parties that can potentially lead to their dismemberment
    • The Judicial judicial system (where Courts are overloaded with civil cases that might otherwise be solved through mediation)

Training Results

    • The creation of the Romanian Mediators’ Network, with an initial 20 members and the adoption of a Statement of Principles, the Code of Conduct and the Qualities of the Conflict Resolution Practitioners Registered in the Romanian Mediators’ Network
    • Projects were developed by the participants to the training activities to include conflict resolution elements (e.g , Romanian Diplomatic Academy included in its curriculum a conflict management module, from the very beginning; the Faculty of Sociology at Babes-Bolyai University, Cluj-Napoca, Romania, has introduced a course in Mediation in its curricula, etc.);
    • Support and assistance provided by FDC to the development of projects by the members of the Network members;
    • Further local training activities provided by the members of the Network to other NGOs and public administration institutions

Results of the consultancy module


    • In June 1998, UNICEF and ALCOR organized a seminar on education in the community, where FDC specialists presented introductory notions of mediation and exemplified consensus building processes in community problems, by facilitating the dialogue between the stakeholders ;
    • On October 26-27th, 1998, following an initiative of ANFDUR (National Association of Romanian Women with a University Diploma), members of the Romanian Mediators’ Network and CIIAN expertFlaurie Storie, offered consultancy aimed at identifying, prioritizing and formulating solutions to the problems that Women’s NGOs in Romania are confronted with.

Parteneriatul dintre FDC şi Inspectoratul General al Poliţiei Române a oferit echipei FDC accesul la o cazuistică bogată şi diversă.
