Development of local support for neutral interventions in conflicts

Objective
Increasing the support from local authorities for use of services used by professionals trained in conflict prevention and resolution, so as to develop local capacity to refer the conflict situations to the authorized mediators.

Activities
Activities are focused on three main chapters:
1. Technical Assistance and Consulting
Authorized mediators are assisted to evaluate and analyze the institutional environment in which they work.
FDC and ICPC facilitate the communication of mediators from The Panel of Mediators with the departments’ responsables from the County Police Inspectorates, mayors, deputy mayors and representatives of the Prefecture, thus clearing the way for future collaboration between their organizations and local authorities.
The Advice provided by FDC’s team focuses mainly on three themes:
• interventions in conflicts
• the improvement of relationships among mediators at local level in order to better cooperation with police representatives and local authorities, for preventing and solving conflicts
• further professional training of mediators
2. Local Meetings
Meetings are held in those localities where mediators’ organizations, are carrying a significant activity to prevent and resolve disputes.
Local meetings are organized as workshops and give to the participants the opportunity to express their needs, complaints, questions, to make suggestions, to ask questions, seek clarification and last but not least to structure an action plan.
Under this system, mediators have the opportunity to promote in the presence of police and the authorities' their own work and that of the organizations they are part of, and the professional approach in the presentation of activities and situations that have occurred, can help the government representatives to better understand the possible role of a mediator in conflict.
3. Networking
The idea of networking will result in two activities:
1. The creation and management of an Internet discussion group as a communication channel dedicated to the mediators graduating the training program, and
2 organizing a seminar as a way to exchange experience and to complete knowledge

- A general available system of apprenticeships for graduates of training courses in conflict resolution and mediation
- 10 local meetings to promote neutral intervention tools, and networking with authorities and local civil society
- developed capacity of local cooperation for reference by the parties in conflict towards the assistance by a third party neutral and impartial system
- 1-day seminar for 30 people
- 2000 flyers printed and distributed (the leaflet contains general information on mediation)
- a typology of conflicts in which the mediators intervene
- A network of graduates in conflict prevention and resolution
- An electronic discussion group established and managed by FDC
- developed capacity of local cooperation for reference by the parties in conflict towards the assistance by a third party neutral and impartial system
